Bipartisan Influenced Term Limits

This idea came to me as a way to encourage bipartisan legislation. Basically, we set very short term limits for parliament/congress/the house/the senate. Then, we allow the term to be extended based on some ratio of bipartisan legislation passed and how *strong* a bipartisan effort it was.

Seems non-crazy to me. Maybe how correlated votes are could be the metric. Low correlation probably means lots of bipartisan and or aisle-crossing votes. Idea from another recent blog post https://ideas.4brad.com/could-we-enforce-unbiased-court (about US supreme court, correlation idea could be applied to legislatures).
